Effective September 1, 1994, ALL commercial fishing vessels and ALL persons catching and selling marine life, (46 CFR 28.30-50) are required to conduct monthly instructions, drills and safety orientations (46 CFR 28.270). During the last 15 years, the United States fishing industry has had a very poor record of safety and loss of life at sea. Industry organizations were formed to try and "head-off" government regulations. Captains and fishing boat owners found it more and more expensive, and in some cases, impossible to get insurance coverage for their boats and crews. Banks and other lenders would not loan money for new boats and equipment without adequate insurance coverage. Fishermen were forced to "cut corners", to "make do" with old, obsolete, and dangerous gear. Injuries and loss of life increased and the safety record got worse, causing more insurers to pull out of the market and government to look more closely. Finally, in October, 1991, the Code of Federal Regulations was modified to include 46 CFR Part 28.270. This rule states that ALL vessels falling under part 28, must conduct monthly safety drills! This rule has been interpreted to include any vessel or person engaged in harvesting and selling any type or quantity of marine sea life! We're Ready to Serve YOU!
